 The NC Department of Administration uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the state personnel act with highly qualified individuals.

 DESCRIPTION OF WORK:  The North Carolina Department of Administration is seeking applicants for the Assistant Secretary for Veterans Affairs.  This division head position  assists North Carolina military veterans and their families in the presentation, processing, proof and establishment of claims, privileges, rights and benefits they may be entitle to by law.  Division also administers a scholarship program for eligible children of NC war veterans.  It also provides nursing home care for qualified veterans at one of two State Veterans Nursing Homes as well as burial space for qualified veterans, at one of three State Veterans Cemeteries.  The role includes coordinating with the US Department of Veterans Affairs (USDVA), other State agencies, county services, and with veteran programs in other states.  Position is responsible for developing, implementing and monitoring budgets; achieving strategic performance measures and objectives; establishing short and long term goals; increasing awareness of veterans needs, and meeting reporting requirements.  Some overnight travel will be required to perform the duties of this position.

 

KNOWLEDGE, SKILLS, AND ABILITIES:  The preferred applicant will have thorough knowledge of State and Federal laws, rules, and regulations pertaining to veterans’ services and benefits, as well as, understanding of the various forms and processes used pertaining to benefits claims.   Individual should possess considerable knowledge of veteran organization and responsibilities including an ability to analyze work situations to determine best course of action.  Preferred applicant will have experience in supervising others in regard to the application of laws governing the rights and benefits of veterans and their dependents.  The preferred applicant will possess the ability to network and form partnerships locally and statewide with private and public groups.  The successful applicant must possess excellent communication, public speaking, interpersonal, organizational, managerial and computer skills.

 

TRAINING AND EXPERIENCE:  Graduation from a four-year college or university and seven years of experience in veterans service work with an organization or agency recognized by the Federal Veterans Administration, including at least two years of managerial experience; or  an equivalent combination of training and experience.

 

NECESSARY SPECIAL REQUIREMENT:   Applicant must qualify for, and achieve, accreditation to represent veterans before the USDVA (Title 38, USC) within two (2) years of employment.   Applicant must be an honorably discharged veteran who served on active duty in the United States Armed Forces during the period specified in Section 101, Title 38, U.S.C. and as required for membership in certain veteran’s organizations.  This requirement authorizes veterans service officer employees to examine the veteran military files which are classified confidential and does not imply knowledge and skills needed for performance of work. Year for year veteran’s service experience may only be substituted for education.  Candidate must possess a valid NC Drivers License and an acceptable driving record.  THIS IS AN ANTICIPATED VACANCY.
